The constitutional limit on taxing personal income
Article VII, section 5 of the Florida Constitution limits state taxation of the income of natural persons to amounts creditable or deductible against similar federal or other-state taxes. In practice, Florida does not levy an individual state income tax.
The familiar $0 Florida income-tax line describes state individual income tax only. It does not mean every resident or business owes no Florida taxes, and it does not remove federal obligations.
Florida uses other tax sources
The Florida Department of Revenue administers sales and use tax, corporate income tax, documentary stamp tax, reemployment tax and numerous transaction-specific taxes and fees. Local governments also rely on property taxes and may impose authorized local sales surtaxes.
This structure collects revenue through consumption, business activity, property and specific transactions instead of withholding an individual Florida income tax from wages.
What Florida still taxes
Florida corporate income tax can apply to qualifying corporations. Reemployment tax is generally an employer obligation connected with covered employment. Documentary stamp tax applies to specified documents and transactions, including many transfers of Florida real property and written obligations to pay money.
Tangible personal property used in a business may also be subject to local assessment and filing requirements. These categories should not be presented as employee paycheck deductions because their taxpayer, tax base and collection method differ.
What this means for employees
